god i hope this isnt a dicktease where we end up with shibata bringing in someone else to go after kenta. i dont think you let shibata be so active in this unless it's ending with him returning, but who knows.
ideal scenario is kenta takes the never title from ishii at royal quest or one of the destruction events, defends against goto at KOPW and ends with shibata at one of the tokyo dome shows.

From what is sounds like Shibata is kinda in a better place than Bret Hart was when he came back, but he can't work a match either. Like he can do whatever he wants to other people, and he can have very careful stuff happen to him, but actually wrestling a match is still a bridge too far.
Yeah, logic says KENTA vs. Ibushi at King of Pro Wrestling for the title shot, post-match Bullet Club attack on Shibata at ringside, Goto save and embrace, Goto vs. KENTA at Wrestle Kingdom with Shibata milling Gedo when he interferes.
maybe a tag match with shibata at the tokyo dome. goto/shibta vs. KENTA/whoever. protect shibata and let him do some big spots. the crowd will go nuts to see him do his big moves in his wrestling gear even if he can't take much offense. have goto get worked over most of the match, shibata gets the hot tag and hits his big moves, doesn't have to take any big bumps.
Watched the final even though I didn't get around to seeing much of the tournament. Good match and I was thrilled Ibushi finally got the big win as expected.
Even better though, KENTA's turn and Shibata getting physical! I hope it's a sign that he might be able to do at least something in the ring at the dome. But Goto stepping in for him and facing KENTA would be pretty great all the same.
The card for the London show (which I'd have definitely got tickets for were I not abroad) has been announced: Okada/Suzuki, ZSJ/Tana and Ishii/KENTA are the big matches.
