I would have thought that the time on BBC Sport fixtures would be the thing we've gone off in the past. In this case it literally starts the second the official gameweek starts.
I'm easy really as I don't think Cavani will score against Argentina but I would think it's a big deal for Hurley.
I'm almost certain Torn is right in terms of how the rules were before as I remember having Neymar unable to play despite being in the same position.

In the first stage of this competition, all sixteen RFF teams will be randomly placed, without seeding, into four groups. They will play each other twice. The top two teams in each group will progress to the knockout stages, where the draw will randomly place second place finishers against group winners.
Standard RFF rules apply for league placing, team selection, transfers and everything else. Five man teams are to be selected, NOT full squads like the RFA Cup.
The first gameweek will begin Friday 1st September 2017. Please refer to the RFF spreadsheet for scheduling details.
