There has been a lot of debate between my friends and myself as to who the best wrestler to never win a World Title is. God knows that there are enough of the "add a point/subtract a point" games, so I will do this tournament style. 8 superstars, 3 rounds. This is done by voting and remember that you are voting based on criteria:
In ring ability
Promo ability
Drawing power
How deserving of a world title
How much contributed to the business

Jimmy Snuka unfortunately held a world title in ECW. Tito Santana and Ricky Steamboat held NWA Heavyweight Championships. I don't agree with Greg Valentine being in this tournament, but honestly, I couldn't find 8 guys who beyond dispute deserve a world title and never got one.

My vote goes to Ted DiBiase.
Huge success as a singles star and in tag teams. One of the greatest managers of all time. Biggest heel in WWF on several occasions. Unlike Piper, he knew when his wrestling prime was over and he pulled himself out of the spotlight at the right time.

I love Dibiase, but Piper should have gotten at least one decent run. He's had great matches with Flair and Hogan yet he rarely got any credit.

This is extremely tough.
I think both of these guys were awesome, both played their parts well and deserved to be champion. Why neither of them ever got their opportunity I'll never understand. But, if I have to choose I'm going to have to go with Rowdy Roddy Piper.
While Dibiase was great, one of the best heels ever to do it, Piper played the heel or face roles to perfection. It never felt forced. Everytime he spoke, it never felt like he was "playing a character", you just knew he was just being the crazy S.O.B. that Piper really was (is...). Like others have said, Piper was extremely over back in the day. There were times when you just knew he should have held that title, but he would never get the chance. He had some great feuds with alot of the top dogs, and former champions in the business.
Yeah, I'm going with Piper on this one. Love Dibiase, he's one of my favorites. But, to deny Piper this one...I just can't do it.

Wow, this is a tough one to call.
Piper was argueably the greatest heel of all time, but Ted was about in that class as well.
Both of them were great in ring performers and both of them were great on the mic.
Since I have to vote i'm gonna go Piper.
